§ 3.5. Standardisation, Metrology and Certification

    Standards, Metrology, Certification and Quality Sector. Such bodies as TK370 "Nickel. Cobalt" of Federal Agency for technical regulation and metrology, MTK 501 "Nickel" and MTK502 "Cobalt" Interstate Technical Committees and Basic Metrology Service of Metallurgical Industry function on the basis of the Sector.

    In the field of Standardisation, projects of interstate standards and technical requirements applied to nickel-cobalt products and techniques used for analysing these products are being developed at Gipronickel Institute. Conclusions on projects of State and branch-wise standards are being issued.

    In the field of Metrology, validation of measuring methods for quantitative chemical analysis and validation of regular composition standards for nickel-cobalt products produced by non-ferrous metals enterprises are performed. Since 1998, 36 measuring techniques and 18 standard samples have been validated.

    Work recently performed in the field of Certification has been devoted to analysis of manufacturing status and to arrangement and conducting of voluntary certification of H-1y and H1 nickel grades at Norilsk and Severonickel Combines, and MOOk and MOk cathode copper grades at Severonickel Combine. The work has been conducted under the supervision of Russian Maritime Register representatives. Carbonyl nickel powders and carbonyl shots produced at Severonickel Combine have now been certified.

Since the State Duma passed a federal bill #184-æ3 'Regarding technical regulation', review of interstate standards for products and analytical methods is soon expected.
